It's moreso that Lucemon is only Low 1-C in his True form.

Honestly, Ii don't know much about how Ogudomon is supposed to work...Dude like appeared once.

It'# appear twice. Frist it was summoned by the dark emotions of the L&R Wars in the Tempest Program event.
Latter it's appear in Collectors as a "higher entity" summoned by Yggdrasil to test the Royal Knights (While Yggdrasil don't try to do a suicide bomb 0v0). It's too strong to the Royal Knights (Sin Hax) and then, it was BFR to the outer space.
So nothing is know about it's true power. In the games, the only "Sin/Evil Itself" to even fight is Satan Mode that is called as the "True Super Demon Lord" and "The Evil itself".
So we know a lot more of Lucemon SM as the strongest than Ogudomon.

Knowing Digimon...that's the case as well. The guy is too much like Lucemon SM. They likely considered it redundant. inb4 we find out that Lucemon has his Malice hax through some canon source. Upgrade by doing absolutely nothing.

I think that is the case of WiZ creating Ogudomon, but nobody in the game, manga or anime Choose to use him. Like the OT they are created in 2003 and only return again in Accel and are used only in few animes (Savers and Xros Wars) and the fact that they are OT was never a big thing.
So just like nobody in the past cares about the OT, then nobody cares about Ogudomon. So this is why in nearly every game where "The One Who Rules Over All The Sins" appears, they use Satan Mode and not Ogudomon
