I'd say incon. If vegeta goes with energy blasts, Tats can only last so long before getting overwhelmed. But if Vegeta goes for a close counter attack, then it's a GG for him due to Tat's laughably better LS

What is Tatsumaki's mentality and how would Vegeta perceive her?

Tatsumaki looks down on most of her opponents since they're weaker than her but when she encountered Saitama who was <<<<<<<<<< she got really pissed of and refused to accept it and got increasingly violent as the fight went on (idk if we can use webcomic reasoning though).

I think it just depends on his mood cause either he one shotted fodder with his bare fists or with ki blasts, although he would more likely go for ki blasts if he's feeling nothing since he seemed to only punch fodder when he was feeling sadistic.
