First, i had the idea to create this CRT cause i don't like the fact his speed in his first key doesn't really provide a more concrete number to his speed than "faster than sound", so here it is:
A kilometer or 1000m in one instant (or 1s) is supersonic+ so that's a more direct feat to place in his profile instead of all that scaling, keep in mind Ning had just recently turned into an Xiantian when he did the above.
Now, other than that, Ning's profile already lists an interesting feat but doesn't acknowledge it, here, which can be found in the very first link in Ning's speed section.
For further context, Ning is activating the Windwing Evasion Technique (unlike the first quote where he simply learnt it and thus became faster, now he is actually using it years later, after he became a Zifu Disciple) and becoming fast enough to surprise Adept Xu and even match his speed, Adept Xu being a Wanxiang Adept and thus scaling to the feats in Ning's second key such as this one
With all that we would have Ning's speed in his first key be something like: "Supersonic+, Sub-relativistic with Windwing Evasion"
But as that creates a massive gap in his speed, i did a bit more of research and found a way to give Ning's base a better rating, as Supersonic+ comes from his Xiantian Stage self as seen at start and doesn't even have a key of it's own (for those who don't know, the levels are Houtian < Xiantian < Zifu < Wanxiang)
Anyway, Windwing Evasion is a Divine Ability, which are stated to increase one's power by this much:
Which talks about power, yes, but then we have this quote about the Windwing Evasion:

What could mean his normal speed is 10x-100x below his amped speed, so he goes from subrel (which had a value accepted on this thread but wasn't added to his profile or a blog, the value being 4000km/s) to 40km/s or even 400km/s
