Nier Replicant: something living outside of time (Replicant spoilers)

I had to make this vague since I know a number of ppl haven't played replicant yet.

Ok, so I have a sandbox going for Emil and Kaine. But when I was looking at her stuff, it occurred to me she defeated the administrators. We don't know exactly what they are but they are outside the bounds of time as they talk about multiple timelines and the like and bring you enemies to fight by taking them out of their time and giving them a physical manifestation. Not only does Kaine defeat them but she then uses magic to take a character who was erased from history and bring them back into the present.

So what exactly does this entail for Kaine? Simple time manipulation as an ability? Or does this impact her tier scale? And if it does, what does it mean for everything else considering all of the Nier-verse's magic draws from the same thing?
