even if Blake can jump around via her semblance, Robin was capable of easily catching Hakuba immediately after noticing him (which was after he hit the cliff-side and ran upwards) and he was fast enough to speed blitz everyone in Block D without a single person outside of the marines realizing what happened.
Sure, Blake has an advantage via her weapon, but both are really competent in terms of using tactics in combat. Robin will take this due to versatility towards the size and range of her attacks as well as how she can use her ability. She also has higher durability/AP and can deflect Blake's attacks similarly to how she did to Diamante's blade.
Round 1: Robin mid difficulty
Round 2: Robin stomp~low difficulty.
Edit: Robin may be injured by Blake's dust-enhanced shadows, but after the first one, Robin would immediately refrain from growing arms on Blake's body and simply try to use the environment or blunt attacks on her.
