Also, New Nightmare Freddy should get Body Control, as he was able to unhinge his jaw in an attempt to swallow a child whole and increase the length of his arms, Technology Manipulation, as he could keep Heather's TV on even after it was unplugged, Transmutation, as he could turn the receiver end of Heather's phone into his mouth, and possibly Plot Manipulation, as the events of the script that Wes Craven dreamt up played out in real life, beat for beat.
As for AP, New Nightmare Freddy should either be 10-B or 10-A, as none of his physical feats are above superhuman without reality warping. Speaking of, he should be at least 8-C with reality warping, as he was able to reality warp Heather's house into the Elm Street house, and create his at least building sized dream world.
