Freddy is powered by fear and becomes weaker if his prey doesn't fear him. Not completely worthless, but weaker. While he was toying with Jason, he could only bring out the big guns and turn him into a child when he managed to scare him with water, and that is why Freddy goes out of his way to figure out his prey's fear first.

I think Ness won't fear Freddy, due to beating his own Nightmare in Magicant, and having the trait Courage. But Ness's weakNESS (sorry ..lol) might play a part in here.
