Neku being FTL is highly suspect if not flat out wrong. There's only one pin type in the game that attacks with light, Holy Light. Quote: "Keep the stylus trained on an enemy to focus light upon them. Inflicts continuous damage and sometimes Attack Break." That would make for a good feat, but there's a problem that invalidates it: Holy Light isn't a projectile attack.

As you can see, the light isn't fired at the enemy, but created directly around it. Nothing in the game can dodge it either, so speed scaling is impossible. FTL Neku has no basis in the game.
If Neku were to be downgraded, I'd argue for Supersonic as his speed tier. Wolf Noise are described to run at these speeds in the Noise Report, they leave a visible sonic boom and you can dodge their attacks.
One could argue for a Hypersonic rating, scaling off electricity generating pins like Lightning Arrester/Bolt, but they are the fastest beam attacks in the game and enemies can only dodge them if they were already moving before you fire. I'm inclined to believe the only reason this happens is poor aim on Neku's part. Other electricity attacks exist (Thunderstom, Thunderbolt, enemy Jellyfish Noise), but bizarrely the bolts created by them move much slower and can be dodged by enemies and player characters. No idea what to make of that.
