When natsu fought King Animus in the fairy tail movie: Dragon Cry; King Animus absorbed the power of Dragon Cry which was soo powerful it turned him into a dragon. With this new power he was strong enough to stomp post second timeskip natsu. Once natsu realized he couldn't lose to this monster he used the PoF which ended up transforming natsu into a humanoid dragonlike form.
Here's where the upgrades come into play: Dragon Cry was stated many times in the movie and even in the teaser trailer for the movie to have enough magic power to destroy the world, But before you jump to conclusions, in Fairy Tail when there's a threat to the whole verse like zeref, hades, or acnologia. When they say they're going to destroy the world they usually refer to the country of Fiore where most of the main characters live. We're also familiar with the power of the magic weapon, Etherion which was going to be used by the magic council to destroy the tower of heaven, which was scaled to Country Level via feats. Back to the point, once King Animus transformed it was even stated that the power of Dragon cry was even surperior to Etherion which could destroy countries. This was also proven because while fighting natsu he had magic circles stationed all throughout Fiore while his fight with natsu took place on an island hundreds of kilometers away from Fiore. At this point, King Animus was going to destroy the country of fiore.
Until Natsu overwhelmed him in pure strength. Natsu punched him past the atmosphere into the mesosphere with a single uppercut, and natsu also punched through king animus after the latter had covered his entire body in his own magic power causing him to explode.
To conclude this very long message Natsu in his half dragom form should be upgraded to At least Country Level+ as he overpowered a user of dragon cry which was stated to be surperior to etherion in magic power
