Naruto - Why is the Lightning Fang feat not applicable?

A lot of people on Comic Vine say Naruto has lightspeed reactions because:

1. Databook said Lightning fang is light speed attack

2. Naruto did not use pre cog to dodge it because in the manga there was no "!!!" during those panels, the "!!!" is used to indicate precog for naruto in the manga.

If this topic was already brought up I am sorry but it seems odd to me that Naruto is not even relativistic in speed.

Even if the lightning fang traveled at lightspeed Naruto only dodged Madara's head swing.
