It's likely that he is. But there is no direct statement in TBV confirming that. There have been new villains and the main characters have powered up too. But judging by what the writer is going for and how he talks and reacts to all that has happened so far, it's likely that he's the Beerus of Naruto/Boruto franchise.

That's......a very low bar. The bar is honestly underground. Code is in fact impressive in his own way. Only Vegeta comes close.
Edit: I don't wanna spoil if you aren't caught up, but let's just say even Kishimoto has thrown shade at Code. That's hard to beat.
