End of the day it's a case by case basis, if a verse has essentially a stated distance and time, then I see no reason to not simply apply the speed formula.

But if we are good to begin wrapping up, I can blog the results.

Doesn't matter what Kishimoto 'wanted' if it doesn't come off as faster or isn't outright stated to be faster in the manga.
 
wait some attacks in naruto are not supposed to go as fast as lightning, because they are literally attacks that narutal element uses.
I mean the rays are natural

I mean the chakra is physical energy and spiritual energy, to do jutsus you sometimes use natural elements, fire, air, water, earth, lightning. they are all elements that alter nature or allow you to manipulate it (as the earth element manipulates the earth, the water element manipulates water, fire generated fire and controls fire, air controls air and lightning controls lightning) what I I mean, it means that if Kakashi uses the lightning element in his raikiri, he could attack at lightning speed, because he is using a natural element such as lightning, and not something artificial

I'm confused how this is relevant to Kirin? Kirin is stated to just be a natural bolt of lightning that Sasuke guides, Kirin isn't chakra in the form of lightning, it is natural lightning.

I mean it should be as fast as a normal lightning bolt (or faster)
