My guess is that they just retconned it from being a Kekkei Genkai to just being something anyone with Water and Earth Style can do

I doubt they did that, or many people would be able to use Wood Style. And Moegi hasn't been shown or hinted to be such a genius that only she can combine both elements to achieve Wood Release.

Naruto has an artificial arm made of hashirama's cells so shouldn't he technically have wood release?
