Don't have the time nor will to discuss this in a blog, so I'll just get this over with.

Introductio
https://vsbattles.fandom.com/wiki/User_blog:Kepekley23/Ninja_Art:_Rain_Tiger_at_Will_calc

This is the source of the thread. Basically, in the original manga, Nagato has the ability to fully form rain clouds with his own chakra, generating a massive storm that covers Amegakure (a city that extends to the horizon even atop the tallest tower)

If there is any doubt he forms the clouds themselves instead of pulling down the rain, the databook outright shoots it away.

However, some people seem to disagree with this scaling to anyone. Well, let's address all of these arguments, shall we?

Scaling
Unite My Rice's reasons for disagreeing are:

1: This is what Kaltias said on the AP scaling to striking strength thread that practically every staff member agreed with: "I heavily disagree with effortless = scales to SS. SS scales if there are reasons to do so. Being casual isn't a reason, it simply means that your AP > the feat"

  • Rebuttal: This is heavily twisting what I said. Although this does scale to Striking Strength, it is completely unrelated to the argument at hand. The recent thread about AP scaling to striking strength, in fact, agrees with me.
Nagato's Rain Tiger at Will jutsu is a considerably casual technique. It takes him little effort. We can distinguish it from Pain's Shinra Tensei, which takes more effort for him to do - it has a time limit of several seconds for its normal use. In fact, the Shinra Tensei is said to be the pinnacle of the Rinnegan's jutsus.

That means Shinra Tensei automatically gets scaling above a random water jutsu Nagato has in his arsenal.

Lett's look at what was said in the AP thread:

Saying that an actual attack where you put effort is > something that you do casually is just common sense
.
A sentiment that the vast majority agreed with. UMR's quote is about Striking Strength, which wasn't what my original argument was about. It's an out-of-context tidbit.

2: Using massive amounts of chakra for a jutsu means nothing either. Kaguya created a 5-A ETSB, yet she consistently gets her arms torn off by Kakashi and Naruto. Nagato can make a tier 6 CT, but that doesn't scale to his physical stats. At best, this only applies to edo Nagato.

  • Rebuttal: Kaguya's ETSB is a really bad example to use in this situation. Kaguya needed to absorb the chakra of hundreds of millions, if not billions of people trapped in the God Tree's branches in order to perform the ETSB. It's a preparation feat, it's obvious that it won't scale to SS.
It's true that Nagato's physical strength doesn't scale to the Chibaku Tensei, but that's yet another instance of my argument being taken out of context. I wasn't arguing Striking Strength at the time, just AP.

With that dealt with.

About SS
Does it scale to Striking Strength afterall?

The answer is yes. Sage Mode Naruto was able to take a Shinra Tensei to the face, and Nagato is able to send Jiraiya flying and daze him with a strike and knock Naruto's breath out, striking him into the ground

Is this an outlier
No.

Reminder that Jiraiya's Ultra Big Ball Rasengan's high-end of V. Frag is 700mt. I chose the low-end because it was consistent with the feats at the time. Whether it's V. Frag or not is up to discussion, however.

Nowaki, a high jonin, is able to create a 90 megaton storm with his Typhoon Release, and actively use the storm to attack his opponents. All S-ranked shinobi scale considerably (to say the least) above jonins, and Pain in particular can stomp people like Kakashi, who is one of the strongest jonin in the worlds.

This feat is also consistent with the scaling. Pain's Super Shinra Tensei, which took literally all he had to accomplish and doesn't scale to anyone, is tier 6. His Chibaku Tensei is also tier 6, and Six-Tailed Naruto's Bijuudama in the same fight is also Tier 6.

tl;dr: 7-A is true

Databook also states that Jiriaya's ultra big ball rasengan can carve out a mountain.
Has already been calc'ed. 700 Megatons as noted in Kepekley's post above.

Supported

EDIT: wait if SM Naruto took an Shinrai Tensei to the face then that would scale to durability right so wouldn't that make SM Naruto 6-C then?

No, only Pain's strongest Shinra Tensei is 6-B

@Blacke likely not since e he only survived a normal Shinra Tensei not 100%

That said could this mean 6-C Rasenshuriken is no longer an outlier?

Ironically, UMR recalc'ed the yield from the epicenter at 6-B. I'll fetch the link.

Guess it makes sense since the Super Shinra Tensei was stated by WoG to be the strongest Rinnegan technique

I'm confused. Which Shinsei Tensei r we talking about? I though it was the image that Kep-sama posted at the too

We're talking about Pain's normal Shinra Tensei

The 6-B one required the deactivation of all Paths (in order to maximize his chakra), shortened Nagato's lifespan and temporarily incapacitated him.

@SoldierBlue

Here.

Ah ok then that's was the one that got calced at 7-A+ right also the 6-B SS, was it Pain or Edo Nagato that used it, if it was the latter then would BM Naruto since he is stronger then Edo Nagato?

It is hax that only people with the rinengan would scale from. And even then Madara is already 6-B and Obito has never used the 6-B version.

Ah well I agree anyways but if we get the consistency from 7-A+ then Tsunade Statment about being 100x stronger using her White Stregnth Seal should be used then

we can talk about bold latter i think

I am fine with whatever is eventually decided in this thread.

Yeah, I can support this. There seems to be enough evidence to prove it, at least.
