This is the source of the thread. Basically, in the original manga, Nagato has the ability to fully form rain clouds with his own chakra, generating a massive storm that covers Amegakure (a city that extends to the horizon even atop the tallest tower)
If there is any doubt he forms the clouds themselves instead of pulling down the rain, the databook outright shoots it away.
However, some people seem to disagree with this scaling to anyone. Well, let's address all of these arguments, shall we?
Scaling
Unite My Rice's reasons for disagreeing are:
1: This is what Kaltias said on the AP scaling to striking strength thread that practically every staff member agreed with: "I heavily disagree with effortless = scales to SS. SS scales if there are reasons to do so. Being casual isn't a reason, it simply means that your AP > the feat"
That means Shinra Tensei automatically gets scaling above a random water jutsu Nagato has in his arsenal.
Lett's look at what was said in the AP thread:

A sentiment that the vast majority agreed with. UMR's quote is about Striking Strength, which wasn't what my original argument was about. It's an out-of-context tidbit.
2: Using massive amounts of chakra for a jutsu means nothing either. Kaguya created a 5-A ETSB, yet she consistently gets her arms torn off by Kakashi and Naruto. Nagato can make a tier 6 CT, but that doesn't scale to his physical stats. At best, this only applies to edo Nagato.

Does it scale to Striking Strength afterall?
The answer is yes. Sage Mode Naruto was able to take a Shinra Tensei to the face, and Nagato is able to send Jiraiya flying and daze him with a strike and knock Naruto's breath out, striking him into the ground
Is this an outlier
No.
Reminder that Jiraiya's Ultra Big Ball Rasengan's high-end of V. Frag is 700mt. I chose the low-end because it was consistent with the feats at the time. Whether it's V. Frag or not is up to discussion, however.
Nowaki, a high jonin, is able to create a 90 megaton storm with his Typhoon Release, and actively use the storm to attack his opponents. All S-ranked shinobi scale considerably (to say the least) above jonins, and Pain in particular can stomp people like Kakashi, who is one of the strongest jonin in the worlds.
This feat is also consistent with the scaling. Pain's Super Shinra Tensei, which took literally all he had to accomplish and doesn't scale to anyone, is tier 6. His Chibaku Tensei is also tier 6, and Six-Tailed Naruto's Bijuudama in the same fight is also Tier 6.
tl;dr: 7-A is true

- Rebuttal: This is heavily twisting what I said. Although this does scale to Striking Strength, it is completely unrelated to the argument at hand. The recent thread about AP scaling to striking strength, in fact, agrees with me.

- Rebuttal: Kaguya's ETSB is a really bad example to use in this situation. Kaguya needed to absorb the chakra of hundreds of millions, if not billions of people trapped in the God Tree's branches in order to perform the ETSB. It's a preparation feat, it's obvious that it won't scale to SS.
