Quick question about Best Jeanist's AP, why do we consider him restraining and holding down an opponent as AP, rather than just Dura and LS?

Lifting Strength can be AP and vice versa. The only issue with Lifting Strength is trying to get it from Striking Strength. If Jeanist couldn't unleash the same amount of power as Machia was using to escape, he wouldn't be able to hold him down. So his AP with his Carbon Fibers has to be comparable, just like how is Lifting Strength is as well.

There is both High 6-C/6-A energy and Class P force in this struggle after all.

I agree, although I think Complete Shigaraki and Final War Deku (before giving OFA to Shigaraki) should get a likely higher or an At least qualifier due to them scaling above Deku with the embers.

Th High 6-A tier is way too high, as our attack potency page says.

Furthermore, higher may also be used to denote a case where the character is possibly or likely a higher tier, but to what degree is not specified. This is specifically referring to cases such as “At least 4-B, likely higher” or “At least Solar System level, likely higher”.

And, the at least rating is not required either.

Ahh ok. I think I get why not now.

Since someone's gotta ask the question, how do we reconcile a calc of this magnitude with the power level of other calcs in the series and the implied limitations of the characters?

Star and Stripe's Intercontinental Cruise Punch utilizing the power of ten Tiamat missiles exploding simultaneously nets a yield of 8.67 Teratons; it did visible damage to Tomura's body even though he only took a small portion of the blast and he acknowledges that if he'd been even a second later in getting out of the way, it would've been a fatal error.

Based on the OP, Tomura's durability would actually be at least over 81 times more durable than the full explosion of all ten missiles which would raise the question of why would Star even think she could destroy him with that, and why he thought he'd potentially die if he hadn't gotten out of the way?
Could just be the heat of the missiles. It was all burn marks over him rather than impact damage. And heat is a counter to hyper regen

Agreed. Seems fine. The downscaling character also seem fine within their tiers going from Large island to Large country.
