Why aren't movies considered part of the Toeiverse?

I mean, the Toeiverse is mentioned at least once in the movies, with Pikkon (a toeiverse character) appearing in Fusion reborn, along with the toeiverse only Kai Emperor.

Also, we still have the movies as part of the GT verse canon, and GT is canon to the Toeiverse.

We used to consider them part of the same canon, in which Dark649 was the main person who defended them. And there are also several Dragon Ball supporters who agreed with Dragon Ball Anime, DBZ Anime, 13 DBZ movies and Dragon Ball GT all being part of the same continuity with filler arcs also included. However, Dark649 was not longer with us, plenty of other staff gave up on defending them, and plenty of other staff showcased contradictions for most of them. The only ones that appeared to remain canon are the Dead Zone, Cooler movies, and Wrath of the Dragon since the first had clips in Garlic Jr saga and the second had basically no continuity errors and could have taken place in the middle of the three year gap between arrival of Future Trunks and the arrival of Androids 19 and 20 combined with Cooler appearing in GT. And for Wrath of the Dragon, it's where GT Trunks basically got his sword is that it was Tapion's parting gift.

Sadly, Fusion Reborn wasn't something included, but it would have basically made nearly all of the movies canon if that one was canon alone.

Then all we have to do is state how Pikkon is in Fusion Reborn and it'll be canon again, right?
