False dichotomy, the answer is always to pull the lever halfway so that the trolley derails & falls between the two tracks.

Or if that's not an option, in this case specifically, send it onto the lower, more crowded track; With that many bodies, at some point the works will get all jammed up by blood & guts & viscera & will stop early, obstructed by the new & would-be victims. Thus rendering the trolley unable to kill any more than a very limited, finite number of people.
