Mortal Kombat Stat Inconsistencies

Scorpio, and by extension Johnny Cage are a few examples. There's probably a few more but I'll keep looking.

A lot of it seems to scale from Raiden (Mortal Kombat)'s suicide attack, I believe.
Jax and Nightwolf (by extension, Kenshi and Takeda Takahashi) would scale to Quan Chi, who is apparently equal to Shang Tsung, who could contend with Restricted Raiden and Shao Kahn.
I'm not sure who else receives this scaling though, it seems most fighters are able to battle evenly with each other.

Looking at it again, there doesn't seem to be a justification for Raiden's High 8-C rating as his suicide attack is listed as 8-A, his durability doesn't make much sense either, as it is 8-B for surviving his suicide attack by resurrecting? Despite this implying that his need to resurrect would suggest that his physical body didn't survive?
I feel that maybe they should be downgraded or listed as Unknown if there isn't any proper justification.

Then if we follow this logic then: Liu Kang, Jax, Sonya, Nightwolf, Kenshi, Kitana, Tanya, Sindel, Kung Lao, Takeda, Cassie, Jacqui, Shinnok, Johnny Cage, Sub-Zero, Kotal Kahn, Ermac, Reptile, Erron Black, Havik and Reiko will be upgraded on the same level and the plot of Mortal Kombat X is known for its inconsistencies.

Well, if we have nothing to base their statistics on, then perhaps it would be best to place them all at unknown ratings.
Alternately, we could downgrade all of the High 8-C characters to 9-A, if they have shown feats of that scale.
