Conslusion:

Nirvana grants him Conceptual Manipulation (Type 1) since it is the final stage of Borrowed Power, where are higher concepts. Due to Mori transcendental after his ascending to a higher plane of existence where all his ties to the world are severed, while he governs and creates the balance of all creation as he ascends to this plane.

Yeah, Borrowed Power stated as concept as its as its expression and desire of its own user, so normally Borrowed Power Rated as Concept (Type 3). But final stage is different especially Nirvana, its is stated as higher concepts.

Mori has been stated to control all of creation in the most literal sense possible (twice actually). The word for all of creation here is samra-mansang which is defined as "all phenomena, truth, world, universe" or "all of nature and all creatures; the universe; all things".
So Mori is able to control LITERALLY EVERYTHING.
