You could argue his Regenerationn was amped by the nuke, but he also regenerated his hand and side being pierced by Biollante very quickly

right. doesn't heisei godzilla also have armored skin along with his regeration? if so then that makes it much harder for ghidorah to even scratch him. and i don't recon mv ghidorah having armored skin at all like heisei does
