There’s no limit to how long the time stopper can stop time.

so barrump can win by just stopping time for basically forever since suisei can’t do anything frozen therefore victory by incap.

First off, the speed equalization rule isn't new. It's quite old in fact.
Second, it doesn't even matter here. Whether you equalized speed or not, Barrump is faster than Suisei no matter what. There's nothing she can do. This is a mismatch, simple as that.
