Naruto becomes much better with his skills is what it is. This is also true for sakura, and pachi agreed when I did it for characyers like yoohwa as well.

Saying that a new key needs an AP change is just baseless. Characters that are skill or hax cemtered instead would have several massively importnant keys taken away if that was the case.
