I was going to go with Satan at first, but I think I'll give my vote to Shrdedder. He's kind of pathetic, but he also has lots of weapons at his disposal, which should be able to severely injure and eventually kill Satan

Just making a reminder though, since both fighters are fully equipped it makes this fight much more balanced, Mr.Satan has a gun, something Shredder can't dodge, he can avoid attacks easily with his jetpack and can use his bomb disguised as a present for desparate situations.
