Champions (& Palmer) should get it too. It's stated by I think Cynthia herself back in Gen 5 that Champions annually face off against each other in a competition. Cynthia, Red, and Blue are Champions.

Yes. Reread the comment Howard, i said that only the top ones that can use Mega's gets it only because of the Megaevolution power, the other Champions and Palmer cannot/are not shown yet to use Megas, so they do not receive the at least, also because Cynthia never used Megas against them.
