THat seems more like instinctive reactions/movement, no? It said that his body can begin moving before it even happens and without? Please correct me if I misunderstood it.
Also this seems more like bio manip rather than power modification.

Nope, Baki has instinctive reaction, but it’s an entirely different ability meant to deal with precog. The two chars are trying to read what the other will do next, and Musashi was able to bait baki by cresting a false signal

resistance to precog seems right, but Power Modification doesn't make sense to me

Not really. For example, light-based illusions aren't power modification.
Making a technology-based comparation, Power Modification is tinkering with the machine itself while what Musashi is doing here is messing with the input value

Illusions are a bad example because they’re their own power, the thing here is that it’s rather directly creating false predictions through technique as bait. It’s not really an illusion because it’s only messing with the reading of a specific ability

Not really since in this case it’s more about manipulating what Baki sensed. It might be body control since it’s creating false signals in the body, but that would only be in addition to it as the “method” through which it’s done. Anyway in general false information to sensing and precog is interfering directly with the power which is why I suggested power mod, though it is limited. Not all power mod needs to change the nature of the power, just interfere with it. The page itself seems clear on that.
