Every stats are in Saitama's favor here, in fact, he is tiers above Minato.
HOWEVER!
Correct me if I'm wrong, but since Saitama's only attacks are punches, some Personas and the Omnipotent orb can (assuming they don't have a negation limit which is uknown) prevent him from hurting Minato.
SO either Saitama stomps or eternal stalemate.
