It is. From what I can tell if you don't specify Low 2-C TES comes in with Tier 1 concept hax. I think World of Darkness has even higher Tier 1 hax as well so rip.

I mean
It isn't really ridiculous to have a Low 2-C with 2-A range, I'm surprised there isn't more tbh.
It isn't smurfy, it's just a really wide range. We've got Tier 10s with higher dimensional hax, a Tier 2 with higher-end-Tier-2 hax doesn't seem too crazy.
