A battle between 2 powerful clones created by evil scientists

RoE:

1. No non-canon knowledge of each other

2. Multi-form fighters start at lowest form (Mewtwo can Mega Evolve without a stone as proven in Genesect movie)

3. NO calls for assistance, so no Cell Jrs.

4. Limiting gameplay mechanics (four moveslots, level caps, limiting number of boosts per stat, etc.) are not allowed

5. Mewtwo has access to at least all moves in his level-up pool: http://serebii.net/pokedex-xy/150.shtml

Winner (IMO): Mewtwo

Why: Power Swap, Guard Swap, Psych Up. Mewtwo can literally steal, and replace, boosts as well as copy them. Let me give you a scenario:

During battle, Cell drinks some humans and boosts his attack power while Mewtwo hasn't boosted yet. Mewtwo can use Power Swap to steal that boost while replacing it with his own. Since Mewtwo hadn't boosted yet, Cell gains nothing. Now when Cell changes to Semi-Perfect, Mewtwo can use Psych Up to copy the boosts Cell gains, on top of the boost he stole before. So on and so forth with Cell's other forms.

There's my opinion, what do you think (plz, don't judge too hard, it's my first time on the Versus Threads)
 
Yeah, Cell easily blitzes, even in Imperfect form.
