While Steve has the versatility and hax advantage (Outside of soul manip), he kinda sucks at fighting ranged stuff. This is quite close, but I'd probably give the advantage to Mettaton via danmaku and soul manip.
 
Mettaton's range advantage, soul attacks, and danmaku allow him to overwhelm Steve from a distance.
 
In any debate dealing with characters using long range attacks against characters with mostly short range attacks, it's usually tipped in favor for the long range user, and this one is no different. While Steve may have a couple of long range options (most notably his bow and arrow), this would absolutely pale in comparison to Mettaton's Danmaku. And considering the fact that Steve is not the most agile guy around (as you can see with the Photoshop Flowey mod for Minecraft), he's going to take a few hits. And even if Steve could get in close and land a hit, one would not be enough to take down Mettaton, and by that point, Mettaton would have thrown a ton more bullets at Steve. So while Steve is extremely skilled in his own right, he pales in comparison to the glamour of the Underground's #1 star.
