Metal Gear Blade Wolf and Khasmin Tier Changes

All right, so here we go, Blade Wolf and Khamsin have the tier 8-A for being far weaker then the winds of destruction and Raiden, which have two tiers: Low 7-C+ and High 7-C as to why Blade Wolf or Khamsin would scale to this at all well the former got beat the hell out of(and survived to an extent) by Raiden, Jetstream Sam, and Senator Armstrong, two of these people are High 7-C, and Sam took hits from the other two.

my proposition for Blade Wolf and Khamsin is to change their tiering to "At least Low 7-C, possibly High 7-C" or change the possibly to 7-C cause Armstrong and Raiden are at the near bottom-end of High 7-C anyway!

Yeah no.
Nothing even remotely implies that Bladewolf is even comparable to Excelsus, which is where the Low 7-C comes from, and he consistently gets fodderized, even by Sam without his augment.
Raiden beat him, a weaker version of Sam beat him, Armstrong almost killed him with a casual kick, the only difference between Blade Wold and Fenrir, which is literally a base enemy in the game, is intellect, so Blade Wolf is a glorified grunt power-wise.
A better rating would be "At least 8-A, bossibly Low 7-C", but there's no way that he would ever scale to the top tiers, and regardless, I'm currently working on a huge CRT for the entirety of MGS, so let's discuss this there when i release it.
