Lucario takes this by paralyzing Meruem, lowering his defenses, and blitzing from there.

Lucaro has the advantage in Speed and AP, but Meurem's Durability is insanely higher than Lucario's.
Lucario's Stat Amplification and ablity to cause Paralysis should be able to put Lucario far above Meurem, so I think Lucario takes this mid-difficulty.
