I don't see Garou having resistance to either Fear Manipulation or Madness Manipulation (Type 3). I believe Garou is done for if he is attacked by either one of those attacks.

they're both speedy as heck, post rose could fire mountain destruction things and pre-rose already demonstrated insane speed such as being smacked by netero, i watched the anime and i don't even know if bang and bong could compare to issac who could just slap them away. i vote merum. and even if he loses its still sort of a tie as he'd give garou the radiation sickness.
