I dont think the illusions are biology-based. Gems dont have brains but they still have a concious mind

Depends of how the Illusion works, sense based illusions doesn't work as it would involve controlling nerves and stuff that gems do not have; but if they are perception based it should work, as they affect the mind.

So Empathic Manipulation, it should still work. Anyway, what is exactly the effect of the spell? it avoid to take offensive actions, it is paralysed on fear, or vary?

It's just fear. He used it on Oslo who became scared of Mel and stopped fighting back. Bear in mind Oslo is a creature with a dog mentality.
