Full power EXE is described as powerful enough to kill people who are passively 2-C with a wave of his hand. By that logic, he literally just moves his body, and Twilight dies. This seems kinda stompy.
 
Ap wise they both scale to a baseline feat but EXE massively upscales from the feat considering the fact that it was done early on in the series. EXE has a really big scaling chain and likely one shots. EXE also has many homing chips and time time stopping chips so EXE should be able to land a hit.

EXE's scaling chain:
Gospel (The character that passivly did the 2-C feat by existing.) < BN 2 MegaMan (he defeated Gospel)<< BN3 Bass (He absorbed Gospel's remains as well as casually stomped BN2 Megaman) < < Alpha (He absorbed BN3 Bass)< BN3 Megaman (He defeated Alpha)<< Nebula Grey (It stomped Megaman and Bass and they needed to fuse to beat it)< BN5 Bass (Absorbed Nebula Grey's remains)< Base form BN 6 Megaman (He should be stronger than BN 5 Bass)< Cybeasts (Mega Man needs an amp to keep up with them)= Beast Out Megaman (Has the power of the cybeasts)< EOS Bass (He absorbed the power of the cybeasts )= EOS Megaman (stalemated Bass)

Does twilight open with hax? If so how fast are they because all EXE needs to do is touch Twilight once to win? If they're projectile based then EXE can just use one of his many shields or his defensive Aura to block it.

Twilight opens up with a power null and sealing beam that is also a homing attack

If a beam is power-nulling, doesn't it nullify a shield if it touches it?
Genuine question, btw. I've been wondering for a while.
