I know from where his Post-Stardroid Invasion rating comes from, but from where is his Pre-Startroid key "likely 5-A" rating?

iirc, it comes from the fact that Mega Man fought Proto Man both pre and post-stardroid invasion, and there isn't any justification for him getting stronger.

I was planning on doing a CRT to change that, but there were so many changes I wanted to implement I got overwhelmed.
