Rules: Speed Equalized. Both have access to everything. This is Composite Mega Man vs Pac-Man with Power Berries. Pac starts with a regular one already active and has access to all of them, and is well-fed.

I'd say Mega Man due to AZ, time manipulation, transmutation and seemingly superior firepower.

Pac-Man wouldn't be fazed by Mega Man's black holes and Pac-Man's ability to become an actual planet can be problematic, but those are the edges I can see for him imo. Mega Man's AZ and transmutation would deal a lot of damage to him and it doesn't help that Mega Man can stop or slow down time to dodge his attacks or find an opening to exploit. Additionally, Mega Man does have the power to take on Pac if he turns into a planet as he's superior to Dr. Wily's satellite lasers which were capable of reducing the world to ash at 1% power and defeating Sunstar who destroyed floors of and shook the planet-sized Wily Star. Mega Man can just teleport from planet to planet or fly around with Rush and fire away at Pac with Astro Crush and other powerful weapons in this state.

So yeah, going with Mega Man for those reasons imo.
