Unless Queen Bee has a signifigant power advantage I'm not aware of, I'm pretty sure Beedrill should take this due to versatility and resistance to one of Queen Bee's few attacks. It could exploit her summons to gain power by using Fell Stinger, or can simply use Focus Energy or Rage to get similar results, alongside using Harden to get a durability increase. Should it manage to poison queen bee, it can hit her hard with Venoshock, and in a melee it generally has far more options.

Well Queen Bee is High 7-A via backward scaling from a 6-C, while Beedril is High 7-A via scaling from a 7-A, if it helps.
