Yeah, though it hardly matters. Kingpin could possibly grapple him, but that's if he gets the chance. I'd reckon if Thor gave those SHIELD agents as much trobule as he did, Fisk's not gonna get as many opportunities to get some hits in

If Thor is scaling to Hawkeye then he AP stomps Fisk. Hawkeye = Widow and both of them fight Ultron Sentries who have a bunch of wall level feats >>> baseline while Fisk is only a bit above baseline.

Oh no he definitely without question does have much much more than that like centuries more but coulson didn't know his true identity at the time so he was thinking from his limited world view still discerning and deeming Thor to be a fighter of such calibur
