Rocket Raccoon stated that Nidavellir creates the most powerful weapons in the universe, which Thor confirmed to be correct, which should scale Stormbreaker above the Hadron Enforcer, which was just designed out of spare parts from the Milano

To add on to this, Stormbreaker was created to be the greatest weapon in Asgard by Eitri, who is the King of the Dwarves, ruler of Nidavellir and a master weapons forger known across the universe able to create the universe's most powerful weapons

Iirc some people can survive getting smacked with the hammer end of Stormbreaker, but the axe side chews people up quite consistently

Thanos survived getting by it in the chest, but with an extremely heavy wound. Plus, an attack to the head is fatal

So yup, no one scales

Mjolnir withstood getting batted by the blunt end in Endgame, but that's pretty much it

Not necessarily, the Bifrost still has a set rating of High 6-A so it should still be noted.
