So Ganondorf entered the sacred realm when Link opened the only entrance to it for him, and because his heart was super evil it warped the entire realm into the dark world. This makes him 3-A even in base since he had no Triforce pieces or anything like that (There is NO further context or extra details to this, Ganondorf 100% truly did this by his own power 100%, ignore the whole "like a mirror" part that's, uh, mistranslated and not what it says in the original spanish version), consistent with base Ganondorf also being able to clash with WW Link when he had the Master Sword, which is equal to the full Triforce (This is not mistranslated, nor do any games after ALTTP contradict the sword being on par with even a single piece so don't worry about it).
So basically anyone 6-C or above will be 3-A thank you.
