Aside from the manga feat which pretty blatant and the whole stat and damage hax, probability hax which at this point every DBH character that have card will surely have. Yes, pretty good amount of card need to be evaluated.
Also there is his key, he absorb many, so we need to clarify if the chronological order of his key to have a proper profile overhaul, and we don't even know if he keep the previous abilities of those he absorbed or he absorb each person separately

(I should clarify that Xeno Janemba isn't just Janemba in Heroes, he's specifically Janemba with a Dark Dragon Ball - in the same way that DBS Frieza becomes Xeno Frieza when he's given a Dark Dragon Ball, and reverts back to being just Frieza when he loses it.)

Dabura's Mind Hax can affect 4D Beings
And evidently Three Star Kid Buu can mind hax Vegeta who has resistance to mind manipulation among others.... So probably a bit of Resistance Bypassing/Negating right there

While I remember, Kid Buu should have Time Travel in his Babidi Absorbed key (separate to the Time Travel he has in his Dark Demon God keys) since Heroes Babidi can do it.

Well...
One way of looking at it is that Rounds and Turns Really don't apply here on VS Wiki...
Cause there in a constant brawl with both sides continually at it and never letting up...
So Rounds and Turns can simply be dismissed as a game mechanic

OR ALTERNATELY

You can make the rounds and turns be timed intervals...
So like say the first round is at the beginning of the fight
Second round 1 minute in
Third round 2 mins in
and so on and so forth

As for how fast it happens...
Well it just affects you instantly i suppose
 
Assuming it's the former and it happens instantly, then Buu has some pretty good shit going for him.
If you play by the latter then Buu is fairly broken as he does have abilities that activate at the beginning of the fight and he'd just need to like wait to out for some time for his other abilities to passively activate

If you play by the former then Good Lord, he just went from fairly broken to absolute brokenness
