You remembered wrong. He wasn't blown off of his feet, the most that happened is that he lost his balance

IIRC no one managed to replicate the Super Soldier Serum, not even Howard Stark (it was a different version). It should be rather different that Cap's.

The Serum was recreated multiple times. Winter Soldier, the six other winter soldiers, with Hulk, and multiple times in AoS with various stuff. The issue wasn't getting the formula but trying to work out all of the negatives.
 
He had to get back up after the shockwave, which shows he at least fell down which means he was affected.

Hulk and Abomination used gamma rays, which is completely different. Howard Stark's serum made the super soldiers even more stronger than Bucky (Arnim Zola's version), which proves that they are different. Emil Blonsky after getting the gamma ray version of the serum, got low-mid Regenerationn. They are different versions, and are not necessarily the same.

Falling down is a far cry from absorbing 60% of a 7-A strike. He wasn't hurt and the most that happened is that he lost his balance

They aren't. Instead of using Vita-Rays they use Gamma Rays to trigger the Super Soldier formula. The base formula is the same, the difference is the activation element. Gamma Radiation causes the serum's artificial muscle replacement to go into overdrive and makes them hulking giants.

He didn't get a gamma ray version. He was inject with a vita-ray induced version of Reinstein's formula. The only time he was exposed to gamma radiation was after getting some of Hulk's blood with the leader.
