Hulk is currently scaled to Thor so I'd say yes

I'm pretty sure Hal's page says he's comparable to other JL heavyhitters, so it should scale to noteworthy lanterns.

You just want to use the lower-ends to appear more consistent when they are not the most accurate value.

Since the IMP doesn't really have a consensus here, therefore meriting more discussion, I'm going to say this. While I am trying to make things appear more consistent, I'm also pretty sure both values were valid to use.
