Probably because of no interaction because they are 0 and 1. But he is narratively superior to all other gods and if we are saying Arcana is also both 0 and 1 and she has no interaction feat we should honestly assume the same goes for Chief Gods. It's the same state of being after all

Honestly, I prefer eques having layered resistance to every order that just getting labelled with TD, after all he can negate TD 3
