If we count Zi-O & Decade, they go to God Tier confirmed.

I mean there really isnt much doubt about it.
Among the top would be Ex-Aid because lamo invul, Hyper Kabuto because time travel is still OCP to most character.

Mid-God Tier: Most of Build Riders, Train Traveler Riders and Wheel Riders, Kiriya Kujo (via Level X), Ryo Ashihara, Kaoru Kino, Kouta Kazuraba, Katsumi Daido (Another World), Legendary Rider from HG Final
Mid Tier: Most of ZECT Riders, Blade Riders and Medal Riders, Parado, Hiiro Kagami, Taiga Hanaya, Poppy Pipopapo, Duo Detectives, Ryu Terui

Why Godai is on the god tier tho ? His tier is far below the Build riders.
And shouldnt Katsumi being higher ? His Zio version destroyed an Another World with his Maximmum Drive. Nico and Taiga can access to Cronus form too

and Nico never transforms to Cronus, and Taiga cannot achieve it for a long, not like Kiriya who can immune Virus more than him, then can transform to Lazer X with Buggle Driver II without backfire

Yusuke is far from top tier, he have some neat power but the top tier is just bloated with hax on hax on hax.
Evolt, and Sento are definitely mid-hihh tier if not just high overall. Their stats are absurd with Sento versitility in Genius form plus Evolt 50x stat amp
