Billy Pros: Has superior regen capability with Unruin but Unruin is also something Billy just copied, good defense with Unchange, speed amp to evade Tasha's superior ap, and has more ways of limiting Tasha from getting hits like Unmove or Undefinition.
Billy Cons: Weaker ap and dura, less stamina
Tasha Pros: Greater stamina, greater number in attacks, higher ap, ap amps, paralysis rounds, invisible bullets, better senses, mana can induce extreme pain and madness.
Tasha Cons: Weaker regen, inferior speed

Yeah Billy's likely to engage with his guns and utilize unchange barriers for defense in addition to unstoppable for outpacing Tasha here and for reference Unstoppable could accelerate Billy fast enough to evade close attacks covering several meters. He also has unmove to stop Tasha's bullets but this also makes Billy unable to move and also means he'll have a wall of bullets to evade regardless. He has Undefinition as well but he needs to touch the person and its unknown if this works on people themselves, he also just doesn't use it that way.
Tasha in this key will engage with numerous guns, floating all over the place, have Halloween to engage up close if needed, and can play range with his Beretta if he needs to. He's got Battle Field which will home in on Billy in the field, a field that can be hundreds of meters to several kms.
And for reference, their senses are both good.
Tasha:
- Limited Instinctive Action (Tasha implies that Black Class wh should be able to "save their lives" on instinct even while being mind controlled[7])
- Enhanced Senses (Neutral Vision - X-Ray Vision - Able to see and sense mana which is invisible, as well as being able to see mana within the body)
- Extrasensory Perception (Magic Sensing - Life Sensing - Witches are able to cast a magic detection spell to pin-point magic sources[17])
- Improved Enhanced Senses (Tasha, after training can now see the flow of mana in the area making him capable of reacting to blind spots.[24] He also is capable of sensing mana flows from afar,[25] with this ability being considered difficult even for experienced Witches[26])
- Enhanced Hearing & Smell (Echolocation - While being blind[1], Billy was still able to fight Andy and know exactly where he was in battle based off sound alone. Billy's hearing can display[2] the objects with accuracy showing the depth and distance the object is from him. He also has a keen sense of smell[3] being able to smell Tella's conditioner within a forest)
- Analytical Prediction (Superior to Shen who as a fighter is constantly assessing which actions would be beneficial to reverse as he considers how his opponent will strike next[11] and reading their strikes trajectory[12] but being unable to predict people like Juiz, Andy, and Nico as well)

Tasha can't negate Billy's Immortality as his Regeneration Negation only goes up to Low-Mid while Billy's is Mid-High. Tasha also has no counter for Billy's Unchange and Unjustice, so I'd say he's the one with the advantage here.

Oh I wasn't referring to Billy restraining Tasha with Unchange, but rather the fact that none of Tasha's attacks can get past Bully's Unchange barrier.

Hmm it does say in Gina's profile that Unchange's durability is dependent on one's mental condition, so it is plausible that superior AP could breakthrough. Though seeing as Billy also has Unruin it's also possible that Billy's mental strength won't deteriorate so this could go either way.

True, though considering how Undead Unluck's power system works it is possible for Billy to come up with that interpretation during the fight.

Another possible strategy that Billy could use is this.
Although this was done in the 101st Loop I think 100th Loop Billy would be capable of doing the same thing.

Oh you mean this? Intense Aura & Vibration Manipulation (Tasha's aura causes intense waves that cause barriers to fluctuate and eventually break due to the amount of mana he emits. Does this not only work for mana/magic-based barriers?

No he should just be able to blow it away with mana. This isn't likely to be used. I just mean his abilities would generate force to blow it away. His own movements should just break it honestly. He's got a 3.26581037x diff in LS and he's 5x stronger.

Billy could also use the Unmove + Unchange combo that he did to Andy:
While restraining Tasha with Unchange probably isn't an option due to the LS difference Billy could instead use Unchange to attack Tasha while he's being pinned down by Unmove.
