I don't think so, in the end main characters are too strong to scale him and minor characters like non-mag (or half mag neither G03LM) AAHW, Nexus or merc agents are didn't shown to be comparable to him

A.T.Ps usually are able to fight (and disarm him) against Hank for quite a bit before being killed, i dont think it's a stretch to say they're comparable to his far weaker self.

Well, this may apply to A.T.P soldats, but i never remember engineers disarming Hank. Engineers shown to be going down almost easily as agents, even in MC9.5.

Iirc there’s times of engineers contending with hank, less times than soldats, but still.

As a note Krinkels in twitch stream (the one that released MC12) stated that Sanford was stronger than he is usually before. Which might be either because he is in purgatory or something. But either way even if we add the new feats and powers he showed in MC12 we have to at least make a new key for him.
