I'm going with Luigi here, while Tails has a slight AP advantage and is academically/scientifically smarter, Luigi does have much more combat experience, is much more versatile, and has better/more varied hax. Power ups grant him elemental manipulation, and he naturally has lightning manipulation and air manipulation. Starman also grant him temporary, near invulnerability, and the tables of power advantage could most likely be turned around with the Mega Mushroom. Super Tails also has a time limit, and Luigi might be able to suck up all the rings with the Poltergust 5000. If time wears out, Luigi stomps really hard.

Also, probably should create a content revision in a moment, but there are other abilities missing from Luigi's profile. For example, intangibility, and he really should have just about every ability Mario has except for games he hasn't been in. He should have resistance to gravity manipulation since he appeared in the galaxy games, as well as stuff like intangibility and invisibility.

Luigi for Medeus' reasons.

He's far more varied and haxxed in what he can do. And, for example, that was enough to give Mario the win over Sonic on this site, too. While it's not the same battle, it's similar.

Not to mention Luigi's insane experience and combat skill advantages.
