Round 2: Speed is equalised, battle takes place at Donald Trump's house.

Kars takes the first round handidly, his FTL reactions/combat speed and adaptive nature would make Luffy look like a flat out chump. Plus his Blade mode could cut internal through internal organs exclusively (as Kars managed to slice a steering wheel within a car without damaging the exterior)

Everything has been said already, mah boi Kars handily takes this with his superior speed, his light blades and plenty of abilities, plus, his adaptive abilities means that he'll be able to eventually makes Luffy's attacks useless, and he'll be able to shrug them off with his Regenerationn.

Not to mention his Hamon.

In round 2, he lose the speed advantage but he keeps his usual advantages, he'll be able to kill Luffy, it'll just take him a bit longer.

Unlike Borsalino, Kars has unambiguous faster than light reactions and combat speed. Also, unless Luffy has an ability that Kars that he cannot adapt to all (a higher-dimensional power), Luffy can never win.
