He's does not really has spatial "manipulation", that is just simply a side-effect of his Dragon Blast, and Attack reflection would not work due to Luffy only using physical attacks...

It came from his white wyverns, which are able to reflect projectiles to some degree (Only if the attack is not too strong, but divide work to decrease the power of the attack is to much).

The final tally is 7 or above. The final score has to be a 3 point difference in order to be counted. So if Issei gets 7, Luffy needs to have 4.
